How Constitution and Administrative Laws Are Related in India

I just want to know that How Constitution of India and Administrative Laws are related in India. I know that Constitution of India is supreme in all respect but how Administrative Laws protect the fundamental right of employee working in Government.

Most of times we listen about higher officers do not protect fundamental rights of their subordinates.

Constitution of India gives overall framework of rules and regulation and beyond that no law can be framed within territory of India. AS per work and nature the Government can form the laws on anything. Such Central Government can make laws for central subject that may be applicable to all states and may not be in some cases.

Similarly state can make their own laws that can be implemented within that particular state. In the same way Administrative laws are framed that are approved the Governing authority but those cannot cross the line of constitution of India.  Such as,
